Human Rights Watch said SPLA has a history of gross abuses of human rights

The New York-based group Human Rights Watch said delivering
food assistance would be a terrible mistake given the SPLA's
record of summary executions, arbitrary arrests and stealing
food aid from civilians in areas devastated by famine.

"The SPLA has a history of gross abuses of human rights and
has not made any effort to establish accountability. Its abuses
today remain serious," Human Rights Watch said in a letter to
U.S. Secretary of State Madeleine Albright.

"This record makes any form of U.S. support -- food or
otherwise -- wholly inappropriate and wholly out of step with
the values you have tried to inject into U.S. foreign policy,"
it said in the letter dated December 10.
