Much clearer. I agree we need to get the customers more control. There are several simple ways to do this. (1) students should get vouchers representing the full per student cost of education in their district. These can be spent at any school that will admit the student. Special education students should receive vouchers on a higher scale. Vouchers will be issued and paid for by the district school board, subject to the regulations of the state and federal government. (2) all public schools should be endowed by the state to permit them to plan ahead and experiment with better education methods. In addition public schools receive vouchers. (3) the school board for each school (consisting of elected parents, teachers, and administrators on the German industrial model) can manage the school directly or hire an outside contractor. (4) private schools may not discriminate on race, color, sex, age, disability, religion (unless they agree not to take vouchers). Religious schools are free to cram any religious idiocy they wish down the students' throats. (5) schools are permitted (but not required) to pay for performance. (6) each school is subject to the NLRA-LMRA. Full-time Teachers constitute one bargaining unit (excluding principals and vice-principals). (7) each district school board is elected by parents of enrolled public and private students who are members of the school's ptas.
