I do not know how old you are but if you had had the opportunity of listening to military people who were at Pearl Harbor when it was attacked, you would know that it was by executive order that the entire Pacific fleet was called to port at one time. All of the military officers knew that was a move that went against all good judgement. He also knew that he was going to anger the Japanese by breaking several treaties with them shortly before the attack took place. The Japanese fleet was on a stand by condition until these treaties were broken and it was only then that the attack order was given. FDR knew that it would take an extreme circumstance to bring the nation out of the great depression as his programs were not working. This I heard first hand from some involved in these programs.
