Well, just to complete young Mr. Akula's absurd analogy, you'd have to add the notion of Truman and Roosevelt accepting campaign cash from the Russians in exchange for lax security.

I apologize. You are correct. I misread my source. "Eisenhower" should read "Truman and Roosevelt." However, I still stand by the analogy. (We're still on the antebellum South in history and the whole incident was before my time.)
