I went in the back door and found it. Did you folks have the same reaction to the following statement that I did:
"Due to limited funds and the changes to our
Russian contract, we were unable to complete the necessary financial information and engage the
professionals necessary to finalize the registration statement for filing so that it could be declared
effective by December 15, 1999, the cut-off date imposed by the SEC.
