My memory of voice on PHS is hazy, so take what I say with a pinch of salt. PHS voice quality depends on the CODEC used in the phone.
Some PHS services used 8kbps - which was pretty crappy and some use 13
kbps. I think J-STD-8 used 13kbps from the get go.

High speed data has nothing to do with voice quality. PHS is still the most advanced data platform available today. However - I do expect CDMA to catch up.

Expect the 'herky jerky' video quality to stay, even with HDR. That way, operators can squeeze more channels out of a given bandwidth.
