Let's guess that there are about 33% subscribers = 2.2m

400,000 would be about 18% market share! That's way too much for a failed system and would in fact represent a success.

Hutchison Telecom is one of the largest mobile telephone operators in Hong Kong, with over 1.2 million subscribers and three digital networks (Dual Band / GSM, CDMA and PCS).> Nothing about CDMA subscribers in Hutchison's thin site.

If Hutchison has 1.2m then maybe there are more like 50% subscribers = 3m.
