Stephen, I'll give this some additional thought and try to come up with some articles which are both relevant and recent. One such piece is a recent work done by Francois Menard and Timothy Denton on the matter of third party access to cable systems in Canada. See url below.

Another piece which I've found to be very helpful and instructive, illuminating many areas we are already aware of, but putting them into better perspective, is their collaboration on Bellheads versus Netheads:

While the regulatory issues may differ somewhat between the US and Canada, as well as just about anywhere else, certain constructs remain constant. Reviewing these qualities the paper below can be rather instructive. In some ways I see US regulatory and technological trends following those of Canada in these regards.

I'll try to compile a few others later on, or over the weekend, for further review. If others know of any papers which are both recent and relevant, please post. I stress "recent" here due to short shelf life and the rapid pace of technological refresh that has occurred in this space, especially wrt to signaling and gatewaying over the past one to two years.
