I think India gives tax breaks to all export oriented companies not only software. Exports only represents less than 10% of the total GDP so until the country can become a significant player in global trade they need to provide tax incentives. Also it is worth nothing that India accounts only for less than 1% of global trade now so until that changes I think the current policy with respect to export will continue, the other alternative is to devalue the currency, now how attractive is that.

Also China a much bigger player in global trade relative to India has the same sort of policies.
