Interesting. How about a company that has made an investment in a Taiwan foundry through purchase of stock? (For example, S3/USMC).

I thought about that. But, as far as I know, the government there has relaxed the laws governing capital flows in recent years dramatically, so it should not have been a big factor. Of course, I am no authority on these issues and have not done enough digging to find out the details. Also, a number of original investors in Taiwan have filed to sell their shares through ADRs simply because the huge premium at the present time.
