Talk Visual Releases Chairman's Statement, Announces VISUAL EXPRESS to the
World, in a $52 Million Joint Venture Plan

Business/Technology Editors

NEW YORK--(BUSINESS WIRE)--Dec. 16, 1999--Talk Visual Corporation
(OTC BB:TVCP). At a joint press conference held earlier today at the
Grand Hyatt Hotel, the following statement was read by the Chairman of
Talk Visual Corporation, Mr. Michael J Zwebner, "This press conference
is being held to herald in a new era in video telecommunications. For
those of you who are not yet aware of our breakthrough in the area of
videoconferencing, I have to tell you that we've come a long way
during the past year and a half in developing our videocalling system.
It's a communication medium which is devoid of the previous barriers,
such as fuzzy picture, staggered movement, or delayed speech. Our
product works beautifully over ISDN and its fantastic over IP. We have
cracked the IP technology through established relationships with Telia
of Sweden, UUnet and Cable & Wireless, and with the Polycom
Viewstations videoconferencing equipment we are able to transmit video
conversations worldwide in crystal clear connections both over ISDN
and IP.
Today we witness the birth of VISUAL EXPRESS, a $52 million joint
venture partnership between our two companies. Talk Visual and
Universal Express will bring telecommunications services and products
to the American marketplace through over 7,000 established retail
locations. To facilitate this roll out program, we have arranged for
the financing that will enable VISUAL EXPRESS to enjoy immediate
revenues from the joint venture, and at the same time offer our retail
locations the delivery and installation of a Turnkey Videocalling
Package at a very attractive cost structure to them. In the next 24
months, expect to see Visual Express everywhere with a strong support
organization that will oversee the national rollout to all the
locations and offer customer support".
Mr. Zwebner, when asked to address how the technology works,
commented, "Our company has been building a global network of retail
locations from and to which the public, in particular, ethnic minority
communities can in the comfort of a small custom designed room,
visually communicate with their friends and family around the world at
unprecedented low cost. All this has been based on an ISDN global
network. At this time, the company is converting its locations, and
adding its new locations to an IP transmission environment to further
guarantee the company's exclusive leadership in this industry".
Mr. Zwebner was also asked about the revenue potential for this
announcement. He addressed this with the following response: "Richard
and his company bring the last major key to our needs for national
distribution". Mr. Zwebner commented on the potential for VISUAL
EXPRESS to generate millions of dollars in revenues from the sale of
both telecommunication products and services by stating, "One pager,
one cell phone, one phone card, and one video call per week, equaling
$199 in gross revenues would equal $1.4 million per week or $72
million annualized, and that's just the beginning!"
A videotape of this press conference will be sent to the more
than 200 members of the national and local press who were unable to
attend and have requested copies of this event. For members of the
media who would like a video news release of the press conference,
