A cable system shouldn't need encoders except for a couple of reasons:

- offer quality above or below what HITS xmits (http://www.hits.com). Why recode HBO at every cable plant when you can do it once ?

- HITS remodulation royalties are too stiff

- need to convert local TV to digital

Carnac, if he were an MSO, would gradually replace each analog cable channel with a digital carrier, and then copy each remaining analog channel with a digital equivalent so consumers can PVR the thing. It might be a cheaper solution than placing an encoder in each PVR box. This is also the best strategy to compete with DBS.
