The part that jla is correct about is that suicide bombing was a common enough tactic in the region, and the Marines were an obvious enough target, that they should have taken additional precautions....

If I recall correctly there had been recommendations to build baracades (sp?) where the marines were, etc etc- there had been studies, or reports that showed they were vulnerable- all that was made public after the incident.
