Same kind of problem as with some of the GPRS deals; some of the announcements are real, commercial implementation of the technology, some of them are test networks largely paid for by the manufacturer. Countries like France haven't even locked in the 3G license auction time schedule. Hard to get a contract for a license that won't be auctioned until next winter. Maybe the Japanese, Korean and Chinese situation is more relevant, since they might actually start commercial service within 18-24 months.

This "who pays?" stuff is becoming more and more interesting. It takes some faith to use the word "contract" when you're in a situation where the manufacturer ends up paying for the construction of the network. Can't wait to see how the China Unicom CDMA deal press material intends to finesse the delicate issue of financing.
