I believe you could sign up with QCharts on Quote.com's own site, and the exchange agreement for NASDAQ is also online. You shouldn't need to print or fax anything.

The registration process and addition of Nasdaq and Level II can be completed online and active within 20-30 minutes after completing the process. FYI, the exchange fees are not pro-rated, and the full Level II fee for December would be charged. You may or may not wish to wait until January to activate Level II. Also, there will be maintenance performed on our website this weekend and it's availability will be spotty. We are redesigning the whole site for a release on Monday. ~Paul
