Here are results of my first screen for January stocks:
I list about 2 dozen stocks, ranked beginning with the lowest relative strength.

At the risk of appearing to be a Luddite, my screen is much more labor intensive. During the second and third weeks in December I list all the exchange traded stocks making 52 week lows as recorded in the WSJ on a daily basis. I find that visual inspection allows me to discard all but 10 or so a day. I do a quick EDGAR look on each of those. Then I dollar cost average into 4-10 total during the two week period.

The sell routine I always find hardest. Once again I do not have a mechanical method for causing a sale.

Typically I sell enough to retrieve my capital in January. On occasion I fall in love with one of those picks and get to ride a round trip. From last year, I still have one round-tripper, and one (VANS) that is up 2.5X.

This past thursday and friday I got the feeling that the buying window for January Effect stocks had already closed. I hope not.

I have run some screens on low priced sold off stock, and often I found that the price/CF ratio is positive but that is appearently not the reality.

I added other criteria, like the current ratio (which should be over 1.5 in my first trials).
