QCOM only supplies ASICS for CDMA systems and collects royalties. They are not going to be the infrastructure provider for the networks. However, QCOM's ASICs will be used in the architecture and will supply the HDR technology for the system.

Qualcomm is developing HDR. Nextwave's plan is to put in HDR in its system and sell access to High Data Rate to wireless companies. I doubt if this is the Airspan feature. This is discussed in the web link mentioned in a couple of recent posts below.
