Insider selling at depressed levels? Was it a significant sale and was it by top executives? Otherwise it might be meaningless.
And if you are looking for insiders to take advantage of the January effect, it doesn't happen. I think the SEC forbids profit taking from insider buys for 6 months. Insider buying in the depressed stocks I saw listed would signify differences in valuation between the buyers and the market. That might be a good sign for a buy and hold strategy, but not necessarily a January effect predictor. BWDIK.
