Michael, I think your questions about CPS should be directed to Christopher Hodgkins, if he's willing to answer them. He's admitted to practice in Washington State, and has experience in the domestic field, so he's probably familiar with CPS in Washington.

As for the "guilty until proven innocent" issue, I would have to study the law and the facts in places where that presumption exists, in depth, before I ventured an opinion as to its efficacy and worth. Right off the bat, it doesn't seem like a good idea. However, to be arrested in this country, all the police need is probable cause. If you are accused of a serious crime, say murder, and probable cause exists, you might be incarcerated for months until trial. The presumption of innocence doesn't mean that bad things won't happen.
