I suspect that they would sell transit where there was surplus capacity if it belonged to them to sell, but not through their interior network parts, the parts that make up the VPN. In assessing this situation it gets really murky, due to the inclusion of T's broadband backbone that was put in to satisfy ATHM's needs. I don't have a clear picture of the delineations of whose routes are passed or blocked, anymore. Perhaps someone else does?

"What I see from the above observation is that they may be missing a business opportunity. If I'm an ISP and want my traffic to traverse another providers backbone because they are greasy fast I would expect to pay for that access."

And they would, and probably do, on the exterior of their VPN. But I'm not clear as to who is doing the actual peering deals in all cases. I see room for confusion here with T's involvement in their backbone. In this regard, I'm not entirely clueless, but pretty close to it. <sour face symbol>

I would caution, however, that this area is not one that can be clearly and succinctly covered in a single trade magazine article. But it's a good snapshot. See Table 3 while you're there.

According to this press release they do.

"Together with Cisco, we're not only offering our direct customers superior performance but also extending our backbone facility to other service providers on a wholesale basis."

Unless I'm reading this wrong.
