The program is made for windows 95 and higher I'm using 98. It should not conflict with any other programs as it is just a stand alone text converter that can be used on any text file. However, I did get the same error message and I chose "ignore" and it worked fine for me. My guess is that not everyone has that file on their computer and the program needs it to run. So if the file is already on your system and loaded in memory then you don't need to install it. This is my opinion only and I take no responsibility if this causes you any problems. All I can say it that it worked for me.
