I stated "artificially" stemming, I believe. By this I mean that they have in some cases put in bandwidth governors in routers in order to restrict speeds on individual user flows. And, in other cases, they've imposed 'voluntary' use policies which require that users refrain from doing work at home, streaming media, etc. Where voluntary exists it simply means they've not gotten around to the governors yet.
