AOL and other ISPs will incur costs to access Cable and access @HOME's regional network or the cable modem termination system (CMTS). DOCSIS does not support multiple ISPs on the cable lines, nor does the current architecture.

The system will need upgrading to allow for access. The MSO will not be the ones paying for it. They will pass the cost to the ISP. The cost per user will be larger than the initial revenue it creates.

I've contacted Rogers Cable in Canada to get their "rate sheet" and "technical set-up" offered to ISPs. I'm awaiting their email. I will post it on my webspace for all to view, when and if I receive it. Till then, read this article on Canadian open access.
