12/31/99 will be a full NYSE trading day (if this year follows previous years' patterns), because a lot of extremely important transactions are sometimes done on "the last day of the year" for tax reasons, etc.

When working at my last "real" job on Wall Street (1986-1987), I remember the head of our trading desk giving us a stern warning that he expected ALL of us to be in on Dec. 31st, and -- to be in all day.
