If the local government is holding the region back, why doesn't the well educated populace throw them out?


Unfortunately Kerala politics is still dominated by the commie/congress split. Business issues have never been important in Kerala elections.

The problem, ultimately, is that too much of the economy runs on money from abroad that the population really don't have to worry bout local economy too much.

Why would any software company have to fear from labor unions?


Well, u never know...

Also, that is not the only issue. Infrastructure is even more important. It takes a proactive government to make sure that little things like Electricity, Telephone Lines, Communication Links, Ports etc... are available. And finally, since Kerala had a late start (because the govt. was sleeping)it takes a proactive government to actively court businesses, not something the commies are accustomed to.
