I thought all it took was a generator and a satellite link.

Maybe, for doing the work itself, but the workers like to live in a city which has all the modern conveniences too. That too is infrastructure. Further, even a satellite link actually needs government help.

Does Kerala have an IIT?

Nope. Only Madras has one in the South. Bangalore has the IISC. Hyderabad is getting a School of Business (in collaboration with Wharton). I believe Kerala is trying to set up a world class institute dedicated to IT, but education is another field which is badly mauled by politics, both the commie and the other kind, in Kerala.
