just found this article. Gives a better description of the new web site. The second to last paragraph mentions the teacher certification.

CALGARY (Dow Jones)--Zi Corp. (ZICA) said its recently acquired Ozlearning
subsidiary is launching an education Web site in China that will offer distance
education courses.

In a news release, the company said Ozlearning has entered into an eight-year
agreement with the Continuing Education Institute of the China Central Radio and
Television University, or CRTVU, China's principle distance education
institution.

It said CRTVU plans to offer many of its courses through the new Web site and,
over time, diminish the use of the television medium.

The company said it is preparing CRTVU courseware for the Web site, localizing
the courseware content acquired in November, acquiring third-party courseware
and completing a browser-based software administrative system in order to be
fully operational by the fall of 2000.

Zi Corp. said CRTVU has named Ozlearning as the exclusive administrator of the
CRTVU course Web site and granted sole responsibility for converting selected
courseware into a digital format with multimedia functionality.

It said banner advertising will be run on the CRTVUOz Internet site and, when
appropriate, be embedded in specific continuing education courses.

Zi Corp. said that, in 1999, there were about 3.3 million students registered
with the CRTVU.

Initially, Ozlearning will develop management, information technology training
and adult English-as-a-second language courseware. Ozlearning intends to examine
other course content and develop it for online access where suitable.

It said CRTVU also has a mandate to provide teachers from kindergarten to grade
12 with their re-certification courses. Ozlearning will make these
re-certification courses available online.
