But in retrospect, you are pitifully literal and have little understanding of the way the world works. It would be a cardinal American sin for a politician to put money in the hands of his political enemies. That is why when Congress wants money to go a particular local official, it writes the distribution into the law, then any attempt by a politician to redirect the funds is patently illegal. Dating back to the New Deal (Hatch Act), Congress has usually required that local officials who distribute federal funds must not be engaged in politics. If one is "hatched" he or she may not engage in political activity. Obviously, letting a political hack like Giuliani select his agents to house the poor would violate the principle. Of course, Giuliani had been dinged by a federal judge for refusing to make grants to homeless organizations that had criticized him. He is a petty tyrant who wants to impose is own bizarre perverted values on everyone. He should be put down as a common nuisance. I hope that Cuomo will continue his campaign to clean up the corruption in NYC politics.
