Heinz, the Fed is owned by its member banks, i.e. practically all the banks in the USA. Here's a letter from the Fed stating terms of membership. The bank places a deposit at the Fed equal to 3% of their corporate assets. They receive stock in the Federal Reserve Bank proportional to the amount of this deposit. They get paid a 6% annual dividend on this stock - this is basically interest on their deposit. As a member they get to make use of the Fed's services, such as lending, cheque processing, etc.
