I don't think Y2K has anything to with it (the Y2K hoax hasn't been good for anything except generating media hype and convenient excuses for some tech companies to miss earnings....oh...and also to provide one of the greatest shorting opportunities of all time in Y2K "remediation" scams such as ZITL and ACLY).

The problem with the banks (especially outfits like ONE and FTU) is that they missed their numbers by a mile and completely crapped up their businesses in 1999. If you don't beleive me check out how ONE spiked up when the CEO announced he was leaving.

I'm betting that they've been burned to the ground. That's why I'm picking them up.
