More than likely XV will not go back into the standard RedHat. RH caters to businesses, and XV must be registered to be used commercially.

I think "Eye of Gnome" will be the replacement for ee, as it uses substantially less memory for big pictures and also uses the gdk-pixbuf libraries that gnome is standardizing on.

If RH does offer XV, it should be on the add-on CD with commercial programs, rather than on the standard CD, which is made up entirely of open-source programs.
