Getting a product that is legal countrywide is tougher than one might think, as insurance is regulated state-by-state, not federally. Each state has its own idea as to what is best, and that shows in their regulation.

Actually, the article is focused more on the issues respecting jurisdiction, when a website operator could be found to be "soliciting" insurance in a particular jurisdiction where it might not be lawful to do so, some issues having to do with the new Financial Modernization Act of 1999, et al. Boring stuff like that.
