Why can't NOK hire QCP engineers

Your example is flawed.
I assume you were offered your 3000 shares in mid 99
Then you aren't vested and the options aren't worth a damn
until you exercise them. When you go to NOK, you can
parley some of these unvested options, but it is unreasonable
to expect NOK to pay you full value you don't actaully have.
Shares go down as well as up. QCOM could do an ERICY to you.
You could be fired for talking to me on a chat board.

You could get NOK to entertain a similar level of compensation to
QCOM, they will have to if they want to recruit in SD. NOK
share have done pretty well this year.

And the rate for the takeover of engineers is quite a bit higher in this industry, intel paid 10x $1,000,000 for each DSP engineer.

And CNXT paid double that for MAKR engineers. These cases are exceptions rather than the rule. Assuming KYO paid between $300m to $500m for QCP, this works out around the $1m/R&D engineer.

BTW When your options do vest, be prepared for a shock. You will pay
income tax (not capital gains) on the difference between the exercise price and the fair market value for he shares. And you will be in the max tax bracket too.
