I think the reformed spelling is o'clockracy from which derives the term o'clockrat --commonly known as clockmaker. Other derivatives include: clock repairer, clock-watcher, and clockwise (anarchists usually wear counterclockwise watches). BTW, isn't time the worst tyranny enforced upon humankind?
