I heard about it on the radio. They didn't say anything about the computers being Dell. They did say that they upgraded the computers "from the 70's" to 486's. They didn't offer any insight as to why they're still lagging about seven or eight years behind, technologically speaking. Possibly because the functions required of the computer are fairly simplistic.
