It is well established that private persons and entities can violate a citizen's civil rights, e.g. the right to free speech. Title 1984 of the USC.
Having said that, I agree that nothing the League does is likely to violate that statute. My point was that Atlanta's outrage would be a little cleaner if they traded him. This would be a really moral stance for the team to take. To force Rocker to do some sensitive training, which he probably would not have his heart in, is a farce.
A poll I saw indicated that a plurality of people thought the best thing to do would be to ignore him. Sounds good to me.
