New economy policy continues by maintaining defacto economy and adding new emphasis each year. The planning (accentuating the positive) is done a year to three months ahead. Then education, to a virtual lan of important people who can shape the economy by performing the task in the plan, is initiated. Virtual lan is composed of some journalists, intelligence community, government officials, and a group of "central planning" people; then transmitted to trades people. The results in the new economy then is gauged by the news of statistical changes. So far so good.
