There is no extra money in our district- we are close to being in deficit because there has been an enrollment boom and they've had to build new elementary schools and one new high school.

I have heard only anecdotal mixed reviews as to their effectiveness. The idea is first-rate--if and when it works.

So I would surmise that "trickle down economics" doesn't work.. or people are not willing to spread the wealth around.. Considering all the Hi tech money around... And all the Neuvo Riche..sp... And that's another story,, the lack of giving by the above..
