Samma beechee, That was a campaign promise in '91. After the election it was found to be to upsetting for the other students.

Cool. Make sure definition of public servant includes all school teachers and administrators. Also all journalists (print and broadcast).

FWIW, the Washington Post has a great reference available on-line with tons of depressing info about DC area schools.
Plenty of evidence that money doesn't solve the problems.
