Whenever I've used the new SI, it was very slow. They're making a big mistake if they think people will use it, unless their goal is to just pretend that people use it. Same problem all over the web - too many damn customers!

Buying a computer everytime Windows is upgraded may not sound smart, but if you buy an inexpensive one it might be the least problematic way to go. I couldn't use Win95 because it doesn't do USB, which I need because I don't want to invest in peripherals that use serial, parallel, SCSI, or other shitty interfaces.
