I believe the royalties are negotiated with each customer, probable it involves the number of units, the types of phones, etc. When Xing manufacturers teh CDMA phones for China and Asia market, the potential is huge, and hence more royalties to QCOM. Even though in this case the rate per phone might be smaller, but it makes up by volume.
