The reason so many believe that crude will back off to the low 20s is that this is where the US government wants oil prices to settle. The Administration has considerable leverage over OPEC members like Saudi Arabia and Kuwait who depend upon Washington for their survival. And these days the markets implicitly assume that whatever the US wants, the US gets.
