Good question, infrastructure does exists in the area. There is a central telephone station in town. I don't know how much it costs but telefonica del Peru will want better. The question is what does it cost to supply a telephone grid to a 1000 houses. Also moving the entire telephone system.

The water system is a problem but it is not uncommon in Peru. Many people throw their used water on the streets. This is normal for them. They know how to live without water.

One thing everybody does have is electricity. The company who has the power plant is called Luz del Sur. Manhattan will have to buy them out for them to leave. Why, because maybe part of the mine plan includes power for the town. But Luz del Sur won't leave quietly. It will cost as well. Again Luz del Sur has more pull then MAN. What does it cost to supply power for 15,000 people and repay Luz del Sur for the lost revenues.

There is too much here to move easily. A town of 15,000 people requires many things. Too much to list. MAN has to supply everything.

Your point about 3/4 of the homes don't have water and would prefer to move. What about the other 1/4. Maybe these people are proud of the homes they built and like their way of life. The joker who referred to the photo on MAN's website obviously thinks that everyone is like that. He knows very little.
