It's all relative I suppose. No one cares WHY power is out. They're only concerned that it's out. Especially when the power company thinks they can't get it operational until ... possibly this weekend.

Nonetheless ... when a quarter of the French national power grid is down ... this certainly interferes with last minute Y2K remediation.
