I believe the XING related release mentioned that they would likely enter a joint venture to build a factory to build CDMA handsets/equipment. Assuming that the joint venture partner is reputable, I believe that IPR will be protected. In any case if Q sells the chip sets, it can make money on them.

Or is it easy to pirate a chip set and have to re-pirate it every time their is an upgrade.

The action in XING indicates a belief of a huge potential in the CHINA market. I saw the news release but didn't realize their was a NASDAQ traded stock until the party was over.
