I think the problem was that it went 101% of the way. Still within tolerance of +/- 1%

Good point about the 101%. All things considered, not a bad effort on their part! The Hubble mirror was another example of getting pretty darn close to specification.

I do believe that if you think the issue through carefully that you will find that both 99% and 101% will have virtually similar bad results.
