What they are "giving" is a huge subscriber base for free. The procurement of which, by the way, is costing AV a fortune. Since CPQ is a huge minority owner in AV, I'm sure they can dictate the terms of such a tie-in. While losses are of concern to CPQ.. they couldn't mean less to AV. Besides, the biggest expenses in moving forward with a free internet service have already been incurred. Now they need viewers.

I know this is a stupid & ignorant proposal, and it will never work, and that only a stupid management would try it. But, I'm trying to look forward and it seems that CPQ is ideally positioned to leverage two big names for the greater gain of both.
