I believe what counts is the date of SALE, not the settlement date. Anyone, please correct me if I'm wrong.

For tax purposes the gov't uses trade the date, not the settlement date.

Just to confirm: TRADE date rules tax timing, NOT settlement date. Your sale will be taxable in year 2000.
