As the article stated, as with credit cards, a finite ceiling of damages will be legislated IMO, limiting potential damages to CA's like VRSN.

The liability issue is a part of the larger issue of obtaining a global uniform standard for digital authenticity. IMO, this will be worked out over time, possibly by CY2000 (Makes one think-Perhaps this was another reason why VRSN bought South-African based Thawte).
