Could the CHINA, KOREA, & IIJI spikes be because y2k just went smoothly for them? Investors who were on the sidelines all piled in once the coast was clear? Or maybe it was just a technical breakout...

What's more, South Korea has been the most active country in Asia at raising capital through American depositary receipts this year. South Korean companies raised $5.8 billion out of total ADR issues from around the world of $21.2 billion as of Dec. 9, according to a Citibank report
